Kennedy raps Carter on Soviet policy

Sen. Edward M. Kennedy in a speech Tuesday to supporters criticized the Carter administration's foreign policy, citing the Soviet invasion of Afghanistan.

"You can't have a voice that says the Soviet troops are unacceptable in Cuba . . . and then five or six weeks later say the crisis is ended, and then expect the Soviets are going to pay a great deal of attention to whatever wasnings we give in Afghanistan," he said.
