Former Associate Justice William O. Douglas of the Supreme Court of the United States, who passed on here Saturday, had served 36 1/2 years on the bench of the high court, a record. He was noted as a "strict constructionist," holding that the US Constitution conferred only limited powers on the government , and was eulogized by President Carter as "a lion-like defender of individual liberty."
