American military technicians have examined air and naval facilities in Kenya , Somalia, and Oman that might be used as a speedy counter to any Soviet threat in the strategic Horn of Africa region, Western diplomatic sources said Monday.They said the technicians' study was seen as part of Washington's new foreign policy in the aftermath of the Soviet intervention in Afghanistan late last month.
