Kosygin says Soviets want to save detente

Soviet Alexei N. Kosygin, making his first public appearance in more than four months, said Thursday the Soviet Union will flight to save detente through political means, "because the other way could mean madness." Mr. Kosygin, addressing an audience at the Bolshoi Theater on his 76th birthday, repeatedly called for a reverse in the deterioration of East-West relations. There has been no public explanation of his long absence from public view.
