Carter reaches accord on sizable budget cuts

President Carter has reached agreement with Democratic House and Senate leaders for at least $11 billion in federal budget cuts, administration and congressional officials said. Tuesday. Mr. Carter is expected to unveil his anti-inflation proposals this week and they are expected to include large cuts in federal aid to states and cities. Officials said Mr. Carter might announced these cuts at a joint session of Congress, perhaps as early as Thursday night.
