FOOTBALL; The Raiders' maverick move

The conviction of Al Davis to move his pro football Raiders to Los Angeles from Oakland is rocking a normally very steady ship -- the National Football League. NFL Commissioner Pete Rozelle and the owners of the league's other 27 teams have made it quite clear that they do not approve of such a transfer, which Davis has pursued despite storm clouds of controversy.

The defiant move is frowned on because it represents a threat to an existing franchise, the Rams, who have relocated in Anaheim but still call themselves a Los Angeles team. Evacuating Oakland also is a blow to a community that has loyalty supported the Raiders over the years. (No NFL club has moved since 1963 , when the Dallas Texans of the old American Football League became the Kansas City Chiefs.)
