Funds for draft sign-up backed by House panel

The House Appropriations Committee voted by the narrow margin of 26 to 23 Thursday to give President Carter the money he needs to register young men for possible military service. House Speaker Thomas P. O'Neill Jr. said he believed the full House would approve the measure next week. A recent poll showed 202 of the 435 members in favor the step, he said.
Mr. Carter called for registration in his January State of the Union address to Congress as part of responses to the Soviet intervention in Afghanistan.
