Costa Rica's rain on Castro's parade

Costa Rica has proved once again that a country's largeness does not depend on its size. How small it was of Cuba to cruelly toy with its waiting refugees by suspending flights to the staging area in Costa Rica and demanding they be flown directly to their final destinations. How big it was of Costa Rica to respond by offering to accept all 10,000 for permanent asylum.
President Castro, though he turned out a million marchers to his communist drum, could hardly fail to notice that a tiny indomitable democracy had rained on his parade.
