The United States opens a consulate in Shanghai today (April 28), 30 years after being chased out of China in the Communist takeover. Donald M. Anderson of Washington, the new consul general, will preside over a staff of eight Americans in a 12-room mansion, with a 3 1/2-acre garden. Twenty-three Chinese employees, ranging from office workers to gardeners, will join the staff later. The only other consulate in Shanghai belongs to Poland.
