The new secretary of state, Edmund S. Muskie, will meet Soviet Foreign Minister Andrei A. Gromyko in Vienna May 16, the State Department announced Thursday.
Meanwhile, George J. Mitchell, appointed a US District Court judge by President Carter last September, was named Thursday to fill the US Senate seat vacated by Mr. Muskie. Brennan's offer, Mr. Mitchell must resign a lifetime position as a federal judge.
