Takeover team in Uganda plans rule by commission

The politicians and Army officers who claimed to have taken power in a coup said Tuesday that President Godfrey L. Binaisa has been stripped of his powers and that Uganda would be run by a three- or four-member presidential commission until elections in December. A statement broadcast by the group, which seized control of the national radio over the weekend, said the new presidential commission would be backed by a military commission representing all Army units. Aides of President Binaisa said he was rallying support to put down the rebellion.
