President Carter consulted Wednesday with top advisers on all aspects of the tide of Cuban refugees coming to Florida, White House sources said. Defense officials say about 5,900 US servicemen, including National Guardsmen from Florida and Arkansas, are now involved in security duties and relocation of the nearly 40,000 Cubans who have arrived, Monitor correspondent John Cooley reports.
