Florida legislators have not exactly jumped overboard in their efforts to help rescue Miami's riot-torn neighborhoods. Gov. Bob Graham had sought an aid package of nearly $300 million, financed from a temporary increase in the state's sales tax. But the Legislature has passed only a $6 million package, consisting mostly of interest-free loans to community groups in neighborhoods that were ravaged in the rioting which followed the acquittal of four former Dade County policemen on charges of murdering a black man. One legislator said he did not want to "reward" lawlessness.

More than $50,000 has been contributed to a fund set up by the Miami Herald to help pay minimum wages to job trainees from the riot-hit area.m
