After much accommodation talk from the Carter camp, both Carter and Kennedy supporters refused to bedge on their respective platform positions, so the Carter majority is muscling its way through in the first stage of the platform-forging process.
Both candidates submitted platform proposals to the 15-member platform-drafting subcommittee, which is composed of six Carter supporters, five Kennedy supporters, and one neutral member. The committee followed the Carter line and, observers all seem to agree, ignored Kennedy's more traditionally Democratic planks.
Kennedy people complain that the draft ignores not only traditional Democratic stances, but also the platform planks from Carter's own successful campaign in 1976.
