The Civil Aeronautics Board gave all airlines permission Wednesday to offer free or reduced fares to athletes from countries boycotting the Moscow Olympics who are going to substitute competitions. The United States and other countries are planning several events for athletes not participating in Moscow, including a track meet that began in Philadelphia on Wednesday.
