The Carribbean's first woman prime minister was elected in Dominica Monday in a landslide victory. Mary Eugenia Charles's Dominica Freedom Party won in the island's first elections since independence in 1978. Miss Charles, a lawyer, may also take charge of finances and foreign affairs.
