President Carter said Thursday that the registration of 19- and 20-year-old men for possible military service was not a big sacrifice for them in view of the Soviet intervention in Afghanistan. Speaking to a youth organization at the White House, Mr. Carter repeated his conviction that an actual draft of young men would not be necessary and the country could continue to rely on its all-volunteer army.
