Don't look for a big rise in Japan's defense spending, despite urging by Washington. Outlays will go up somewhat. Japan's five-year defense plan will be speeded to purchase new self-propelled howitzers, an extra guided missile destroyer, more tanks, at least six C-130 transport aircraft, and short-range ground-to-air missiles.
Even with the rise, Japan will spend less than 1 percent of its GNP for defense.m
