Heating options for basements

Q. Because of concrete walls and carpet over a cold concrete floor, it is difficult to heat our semi-basement bedrooms and bath. Is there some kind of supplementary heating other than space heaters that will make these rooms warmer? We have hot-water heat. A reader Boulder, Colo.
A. Consider electric radiant-heating panels, which can be installed directly on the ceiling in each room and connected to the electric panel. Each room could have its own thermostat.
