President Carter has moved up to nearly a dead heat with Republican challenger Ronald Reagan, according to a Gallup poll published Tuesday in the Chicago Sun-Times. The poll shows dramatic gains for Mr. Carter, with Ronald Reagan holding 39 percent; Carter, 38 percent; and independent candidate John Anderson, 14 percent. In the previous poll, conducted before last week's Democratic National Convention, Reagan led at 45 percent, with 31 percent for Carter and 14 percent for Anderson.
