Billy says he had no deal, made no pleas fof Libya

Billy Carter told a special Senate committee Thursday he had no agreement with Libya to try to influence US policy and made no requests on its behalf to the President or any other government official.

The President's brother was the main witness scheduled to testify before the third day of the special Senate Judiciary subcommittee's public sessions. He said he hoped his responses to questions from the committee would show that "Billy Carter is not a buffoon, a bood, or a whacko. . . . I am a common citizen with uncommon family problems."

His testimony was overshadowed by the disclosure that the Justice Department is investigating his financial consultant and a friend for alleged involvement in marijuana and cocaine smuggling. Senate investigators stressed the probe is not focusing on Mr. Carter, and there is no information that he is involved in illegal drugs.
