US labor secretary lays auto sag to management

US Labor Secretary Ray Marshall said Monday that the American auto industry slump was a management problem, and not the fault of soaring Japanese car exports. He made the observation during a meeting with his Japanese counterpart , Masayuki Fujio, after a three-day tour of western Japan, where he conferred with business and labor leaders and inspected industrial facilities. He added, however, that Washington cannot ignore the feeling in the US that Japanese imports have caused the slump. Mr. Marshall and Mr. Fujio agreed on the need for a wider dialogue among the governments, management, and labor of both nations to settle the issue.
