Billy Carter appears at inquiry on Vesco

Billy Carter appeared Tuesday before a US grand jury investigating charges that Libya and fugitive financier Robert Vesco set up a $30 million slush fund to pay off administration officials to get eight C-130 aircraft from the US. The government blocked delivery of the planes because they might be used to support terrorist activities. Mr. Carter was expected to give the same testimony he did last week before a Senate subcommittee. He said then that the services on behalf of the radical North African government.
