Nonproliferation pact fails to gain review panel's OK

A 75-nation review conference, after a dispute over disarmament, ended Sunday without issuing a final declaration to support the nuclear nonproliferation treaty. Nonaligned and developing countries said the outcome was a warning to nuclear powers to keep their side of the bargain and scale down their nuclear arsenals. But the three weapons states bound by the 1968 pact -- the United States, Soviet Union, and Britain -- stressed that solid work was done toward strengthening international control over the nuclear fuel cycle.
