Some of the biggest NATO maneuvers on German soil since World War II Started Monday with a warning from the supreme allied commander in Europe, US Gen. William B. Rogers, that the west "cannot substitute rhetoric for ready adequate forces. . . . Primacy must be given to security arrangements if we are serious about defending our way of life."
