Independent candidate John Anderson's 200 paid campaign staff members were told this week they will not get their next checks so that the last payroll -- $ 115,000 -- can be invested in badly needed television ads. A campaign source said campaign officials hope to reimburse the workers with federal election funds which the campaign, now $2 million in debt, expects to get after the election. "The way they put it was, the paychecks were 'delayed' until after the election," the source said.
