David Jones, chairman of the joint chiefs of staff, is expected to be one of the first to go when the Reagan team takes over. Reagan advisers soured on the reflective, scholarly Air Force general in 1977 when, they claim, he shrank from defending the B-1 bomber after President Carter scrapped it.
