A key congressman says a Senate-passed $1.6 billion "superfund" bill to clean up toxic waste dumps and chemical spills during the next five years may need some touching up. The House passed two superfund bills of its own, one dealing with chemical wastes and the other with oil spills, totaling $2 billion. It could accept the Senate legislation or insist on its own, necessitating a House-Senate conference to reach a compromise before it could be sent to President Carter, who wanted a $4.2 billion cleanup fund.
