Amnesty International said the use of torture was increasing in Chile. It called on the British foreign secretary. Lord Carrington, to say what action Britain planned to take. The human-rights organization said the use of torture declined in 1977 but rose again this year. Since July, 2,000 people had been arrested for political reasons and most had been tortured, it said.
