'Marshall Plan' is urged by Jamaican for his area

Jamaican Prime Minister Edward Seaga called for a Marshall Plan approach to improving conditions in the Caribbean and Central America. "America's own backyard" needs such help now, he said, adding that $3 billion in aid is essential to build a decent standard of living in Caribbean and Central American countries.

He also called for improvement in US-Caribbean relations, saying the area has not been given the serious treatment it deserves. He urged President-elect Reagan to make the Caribbean a top priority and not to shift the problem to a State Department "back burner," just because it is not "boiling over in the pot at the moment."
