President Carter signed the $1.6 billion "superfund" bill to clean up chemica-toxic-waste dump sites and spills, saying it can help head off future crises such as that at Love Canal.
"They are stark reminders of the neglect in out society in dealing with these problems," the President said. He said the new law begins "a massive and needed cleanup of hazardous waste, a problem neglected for a decade or even a generation."
