A report by Transportation Secretary Neil Goldschmidt on the US auto industry calls for an agreement with Japan to temporarily restrict car imports in the interests of national security. Mr. Goldschmidt contends: "This is not simply a debate between protectionsim and free trade . . . ." The report recommends the agreement as part of a recovery plan requiring the participation of government, management, and labor, sources said.
