A government audit showed that Ronald Reagan's primary campaign made more than $200,000 in illegal expenditures -- much of it by exceeding the legal spending limit in the New Hampshire primary. If the Federal Election Commission adopts the audit results, the Reagan campaign must repay the illegal expenses.
