The US plans to delay completion of the Law of the Sea Treaty -- the focus of negotiations that have involved 150 nations over the last seven years. Administration officials announced there are "serious problems" in the latest draft of the proposed agreement governing use of the oceans and seabed. As a result, the US has notified the UN it wants to extend negotiations that many thought would enter a final six-wee k round next week.
