Jimmy Carter hasn't been back to Washington since Inauguration Day -- and may not return until Labor Day. The former president has been to the North since leaving office: he spoke at a dinner in New York in May. But he has avoided the capital, giving Republican successor Ronald Reagan full room in the spotlight. This week he passed up a major Democratic fund-raising dinner in a Washington hotel.

To brief Carter for the first time on foreign affairs since taking office, Reagan sent National Security Adviser Richard Allen to Ge orgia June 17. Carter plans an Asian tour this summer.m
