Jimmy Carter is running into some roadblocks in locating his presidential library. Carter apparently favors an open area near downtown Atlanta -- open because houses were torn down in the early '70s for a highway he opposed and eventually helped block while still governor of Georgia.

The state highway commissioner, however, still favors the highway to ease commuting into Atlanta and has suggested the highway may be needed to help visitors reach the proposed Carter library. Since the state still owns the land where both highway and library, could go, such a suggestion is not to be taken lightly.

Meanwhile, there's no word from Plains on wheth er the former president still opposes the highway.m
