Americans who cross into Canada to buy cheaper gasoline have nothing on French and Spanish drivers. Every weekend, motorists from France and Spain negotiate mountain roads, hairpin turns, and sometimes even avalanches to get to tiny Andorra to buy gas. The 175- square-mile nation high in the Pyrenees has no oil industry of its own, and fuel sold there has to be brought up the same roads in tanker trucks.

But once there it sells for about $1.95 a gallon, as opposed to almost $3 in Spain and France.m
