Communists in Tunisia get OK to go on ballot

President Habib Bourguiba has recognized the legality of the Tunisian Communist Party, allowing it to present candidates for the Nov. 1 parliamentary elections, the state-controlled news agency reported. The party, outlawed since 1963, is the first opposition grouping to get official status since Mr. Bourguiba's announcement in April that he would allow all political factions to campaign for votes. Since independence from France in 1956, Tunisia has had a one-party system, with Bourguiba's neo- Destour socialists the only politica l organization permitted.
