The Reagan Administration is preparing new diplomatic initiatives as part of an international program to curb the flow of illegal drugs into the United States, law enforcement officials announced. The plan focuses on efforts to secure cooperation of foreign governments in cutting off drugs at the source. South America and Asia would probably be major targets of such a plan which would include more money and assistance to interest foreign governments in programs like crop eradication.
