America's plow horse may be pulling the foreign policy cart in a new direction. With a bumper grain harvest expected this year, the US needs to boost export sales. The farm belt cheered when the Soviet grain embargo ended. But in time, Soviet purchases are expected to become a smaller percentage of overall US farm exports. Instead, growing populations and the quest for better diets will make better customers of third world countries such as Mexico, Korea, Taiwan, and some oil exporting nations.

This may make it easier to wield the grain "club" against the USSR if necessary -- and more important to pursue foreign policy goals that mesh with needs of developing countries.m
