The United States and the Soviet Union may not soundm chummy these days. But relations must not be all that bad behind the scenes. The Americans have agreed to sell the Russians some 23 million metric tons of grain. One report suggests this is to "help them out" in the wake of still another poor Soviet harvest. It will help them out certainly. But US grain farmers, with one of the best crops ever, are delighted to sell their surpluses and keep prices up. We can see the Pravda headline now: "Kremlin Saves US in Overproduction Crisis." When all is said and done, business is business
