US airs hands-off policy on noncompeting mergers

The Reagan administration will adopt a hands-off policy on corporate mergers unless they significantly reduce competition, the head of the Justice Department's antitrust division said Monday.
Assistant Attorney General William Baxter said the policy would apply not only to mergers of US companies but also to purchases by foreign corporations of American companies, unless the overseas operations were government-owned.
