The new US ambassador to the Soviet Union hewed a hard line in a tough speech delivered Monday during the formal presentation to the Kremlin of his diplomatic credentials.
Arthur A. Hartman said the United States is ''fully committed'' to improving relations with the Soviet Union but must respond to the massive Russian military buildup. He called for an end to Soviet interference in Cambodia, Afghanistan, and Latin America.
