If you're Chinese, you're perfectly free to express ''reactionary'' thoughts - as long as you write them in your diary and don't show them to anyone else. An article in the latest issue of the -journal ''Red Flag'' makes this point in -answering calls for more freedom of speech. But it warns that anyone who shows such views to someone else could be guilty of counterrevolutionary actions. The article concludes that in the West freedom of speech exists only for the upper class, who use the law to suppress the working masses.

Another ''Red Flag'' article -criticizes some Chinese authors for applying too liberally the official slogan, ''Let a hundred flowers blossom and a hundred schools of thought contend.''
