President Reagan won another major foreign policy victory Monday when the deadline passed for Congress to block his proposed sale of 40 F-16 jet fighters to Pakistan.
Congress had until midnight Sunday to block the $1.1 billion sale. The deadline passed almost unnoticed amid controversy over Mr. Reagan's veto of a bill designed to keep the federal government from running out of money.
