Afghan rebels increase attacks in the capital

Afghan rebels have stepped up their attacks in Kabul over the past week, in an apparent switch to urban guerrilla tactics. A barrage of rockets shattered windows and cut electrical power Nov. 21 at the city's luxury Intercontinental Hotel, Western diplomatic sources say, but there were no reliable reports on casualties.
Five days earlier a bomb believed planted by guerrillas exploded in a movie theater in the capital and unconfirmed reports said a number of people were killed and maimed.
