Neither main party wins majority in New Zealand

New Zealand's 1.8 million voters have produced the first government with no overall majority in more than 60 years. The Nov. 28 election cut the parliamentary seats held by the ruling conservative National Party to 46 and increased the opposition Labor Party's seats to 44. The balance of power is now held by the newly emergent Social Credit Party, with two seats.

Instability and uncertainty are likely for weeks and even months, analysts say, but they predict an early election to resolve the situation in the next 18 months.
