Fortnightly furlough called alternative to US firings

Ordering 3,000 employees to take a day off without pay every two weeks may be the most ''humane way'' to deal with federal budget cuts, a spokesman for the Office of Personnel Management says. Planning deatils for the ''furloughs'' is still under way.
The office has recommended the practice to other agencies as a way to avoid mass firings.
