Surtax proposed for arms buildup

A special surtax may be the best way to finance President Reagan's massive defense buildup and to blot up future government red ink, says House Budget Committee chairman James Jones (D) of Oklahoma.
Mr. Jones mentioned a ''national-security surtax'' as one of three options he said Mr. Reagan should consider in coping with a mounting deficit that threatens any progress toward economic recovery.
