Labor raps voluntary plan for meeting safety laws

Reaction from organized labor to a new Reagan administration plan for some companies to comply with federal occupational safety and health laws voluntarily was quick and short.
''In a word, negative,'' said George Taylor, occupational safety and health director for the 15 million-member AFL-CIO.
The Occupational Safety and Health Administration proposal suggested that some regular federal inspections of workplaces be replaced by voluntary company health and safety programs.
